In 2003, Mr.
Collins successfully enforced the City of Los Angeles Charter in
litigation challenging the City Council's decision to use taxpayer funds
to subsidize a City-owned or controlled hotel near the Staples Center and
Convention Center. The City of Los Angeles Charter prohibits
the City from engaging in most private businesses without voter
approval. The City Council devised a scheme whereby a not-for-profit
corporation controlled by the City would actually own the hotel. The
Superior Court ruled that the City's actions were illegal. The case
is now on appeal.
